Fellow Texan, I've found exercising outside (at least in summer) is actually not that bad when it's early morning. I don't know your hours specifically, but if you do a run or bike ride outside, anytime before probably about 9 or 10am, it's pretty cool. In other seasons, you can start later as you might expect. You can also get it even cooler if you go to a local park and go through the nature paths. Those provide more shade, and it is also cooler generally + more interesting given the terrain. If that isn't an option, there are also gyms you can get a membership for. Exercising in local pools is also an option if the heat bothers you.
The other part is adjusting eating habits to match your lifestyle. In other words, eat less high caloric meals and/or be more moderate in your portions.
You gotta eat like a bird. Working out really wouldn’t hurt either.
