Your body shape is aligned with your BODY FRAME. You cannot change your frame.
You can be your best weight and in your best physical shape through proper diet and exercise.
But if you carry your weight in your middrift and butt and are thin in your arms and chest, that is how you'll always carry your weight.
Adding muscle may help to balance you a bit better, but there is only so much muscle you can add. And you'll add muscle all over--- to that bottom and middle too.
Be at peace with your shape and get it in the best shape it can be. Accept how you're built and DRESS you body for its shape. A fashion consultant can help you, too.

Have to make the most of your frame. Monitor your diet. Get in daily physical activity. Workout 2-3 times a week. If you want a particular body part to be smaller or tighter, just give it time for your daily activity/diet to trim that down.
If you want an area to be bigger. Work those muscles out in your workouts 2-3 times a week. That's really all you can do.
Not going to happen. Your best bet is to embrace who you are and quit trying to change to appease society, that will only make you miserable. You have a perfectly fine body so quit worrying.

I would say a proper diet can help, not like you meet to stop eating meat, bread, chocolate at all, but just not that often. I mean, most online diets are unhealthy since people react and need different foods to feel sane, so just limit the unhealthy stuff and have a regime, that helped me drop 25 kg over half a year without even mentioning it, imagine waking up one day realising you can wear L not just XL and 2XL 😂
Yeah, naturally, you'll change your shape if you lose fat or build muscle
People are just shaped differently. But lifting weights and gaining muscle mass eats more fat cells than aeorbics. Do both, but maybe try to gain some muscle.
