I think what's most important is that you have a good body fat %. Could you calculate it and post it here?
IMO if your belly jiggles AT ALL when you walk then it has to go one way or another. I lost the last few lbs in my stomach by going vegetarian, all the last 8 lbs or so in one week. And I may have lost more since then, I don't have a scale that works anymore :( my body fat % is 14 and I'm pretty happy with it. I'm trying to lose a little more weight in my legs but I'm close to my goal. I'm happy to have reached my stomach and arms goals :)
If you are willing to do anything, your stomach fat will go away. Do it, your boobs will look even bigger and better by comparison. My friend's sister has always had a little extra weight to her, not fat or chubby but just a little thicker. Like size 5 or so in pants. She recently went vegan and trained for and ran a half marathon. She is now training for a full marathon. Those two things combined got rid of all her extra fat and she is thin and looks amazing now. It can be done, you just need to keep trying until you find what works for you. Hope this helps!
