I don’t want to avoid your requests for the question, but it does depend on their heights and especially together. If he’s regular and she’s 4 foot tall…. Idk….
but you know what, I’m just gonna guess that even the 4 foot could deliver some blow if the had enough wind up and all. The way I see it, is like any horse that kicks backwards 😂.
Like let’s say this- which is stronger a punch or a kick? Idk… I never actually looked into it, BUT I’m just gonna bet that a kick would be more so, even if slightly, than a punch. The psi for it or whatever.
So based on visual of a horse, knowing the weight/size/certain range of motions of a leg and an arm. I’m gonna say a lady using her legs to push a guy would work out well than a guy pushing with his arms.
Maybe that’s even why we see wrestlers do like a choke hold with their legs. And we’ve also seen people squash watermelon 🍉 fruit with their legs also. But can a watermelon be squashed with arms alone?
I say a girls legs. Final answer.

Say we are grabbing two teens off a bus one boy and one girl, and we see them wrestle. Not all boys are actively working out their arms. Not all people do. And the movements done aren’t always grand enough to have big impacts, BUT people walk more and do more with their legs than with their arms. It’s to get around. We start walking at the age of a toddler. Starting to lift weights happens whenever it happens. And we only do small range exercises with arms whenever we want to observe something or transfer something. It’s just not as constant as walking is. So that’s my logic for my answer.

Human physiology is extremely pragmatic.
A woman's thighs/legs are really strong and formed to be conducive to carrying and bearing children. The treasures she is called upon to protect and nurture are "housed" within her so it's natural that her core strengths are in that region, with heightened instinctive "gut feelings" about things as well.
A man's arms can be really strong if he continually develops the area. Whether they're stronger than a woman's legs might require a bit of research. Additionally, the motions and tasks performed by arms are very different from those of the legs. A man with strong arms is instinctively thought to be more capable of defending and protecting.
Legs will always be stronger than arms due to the amount of muscles they often hold. Look up largest muscle on the human body & different lower body muscles pop up. This inevitably means that it will have more strength & power on average as well.
