Fat loss, regardless of where it is on your body, is accomplished through a combination of healthy/clean eating and high physical activity. Ideally you should be combining total body resistance training with cardio. Regardless of where your "trouble spots" are this advice is the same. You can't spot-burn fat. You tone up your body by building muscle and melting away fat. You control where you build the muscle. You don't control where the fat comes off of.
I've been showing good results doing total body calisthenics-style training daily with a suspension trainer and combining it with 30 minutes of cardio (sometimes more, sometimes less--30 minutes is an average). I really see the pounds melting off. I strongly recommend a suspension trainer. =)

I like to do a combination of strength training as well as high intensity cardio most days of the week- probably about 5 days out of the week I am really training. The other two I do yoga and some core work.
