Are you doing any other types of exercises? Try adding some pilates or weight lifting. I found that when I was doing pilates, my whole body was worked and I had better results.
Also, how fast are you walking? I found I have to walk a pretty good pace to get any results. If you can, see about getting a heart rate monitor, find out where your heart rate should be, and try to get your heart rate up to that when you are walking, this will help ensure you are getting the most out of your workout. Increasing intensity is a good way to burn more calories.
Also, don't be afraid to try new things. Walking is great, and your diet sounds fine, but maybe it's time to incorporate some different workouts. Change it up a bit.
I have no idea how you gained weight, perhaps you gained muscle, or maybe you were carrying water weight for some reason.
Do you eat a lot of salt or processed foods? Even sauces might be a culprit. If you still have issues losing weight, I would go back to the doctor and talk to them. Something is wrong, I know genetics play a role, it could be that. But hopefully they can help you.
Also, try to drink lots of water. Water will help flush out bad stuff. Also, it will help keep down any water weight that could be happening. I know when I am dehydrated my body bloats up. I drink lots of water every day and I don't seem to have too much bloating anymore.

Part of it has to do with genetics as well. It seems to me that you have a slow metabolism! make sure that you eat 3 small healthy meals a day and two small healthy snacks a day, this can help speed up your metabolism rather than slowing it down . Do not eat after 6,7,or 8pm unless its a small healthy snack like slices of fruit or some almonds. Why you should avoid meals after these hours?(depending on what time you go to bed, make sure not to eat anything 2 hours before you actually sleep) because your body stores less fat when sleeping because you;re in a lower state, your body is not using much energy. Make sure to eat breakfast everyday! better to eat a donut then to eat nothing at all. The worst thing you can do is starve yourself, you can actually put on weight for doing that. Drink pleanty of water, 8 cups a day :)
I lost 45 pounds through eating and walking. I walked 4-6 miles/day and ate mainly fruits, veggies and lean protein (fish and chicken). I ate 5x/day. I kept my daily calorie count right around 1500 cals/day. I worked with a nutritionist for 4 months from my local hospital.
B'fast: Cheerios with fruit and 1% milk; coffee; 4 oz of juice
Mid morning: Banana or strawberries or blueberries
Lunch: Stir fry veggies and 6 oz of chicken + flavored water
Mid afternoon: Celery sticks; carrots; red pepper + flavored water
Dinner: Salad with lettuce, tomato, mushrooms, etc and 2 oz of lite dressing + water/green tea
Sometimes I switched lunch and dinner and after 3 mos, I did drink 3 glasses of wine/week.
This should work for you. Then during a continuous walk, you will burn an average 6 calories per minute -- walk for 60 minutes and you will burn about 360-400 calories which is probably the equivalent of burning off breakfast. The calories are important -- it's very easy to THINK you are eating 1300-1500 cals/day when in fact you're eating 2,000-2,200/day.
NEVER CHEAT and you will lose 8 pounds a month but initialy you could lose more, perhaps 10-12 pounds/mos. one year from now you will be the sexiest chick in the land.

no-excuse-fitness.orgYou probably lost the fat in your legs by walking so much and are now gaining muscle. muscle weighs more than fat that's why the pounds are adding up.
you can still "overeat" on just fruits and veggies if you are eating more than you are burning. Try looking for a pedometer (or other calorie counter. You can do it yourself too) to figure out how many calories you're burning vs. How many calories you are eating.
also you may want to try different exercises for different parts of the body (everyone stores fat in different places). Find something that works out your abdominal muscles, then your back, arms, then lags. Switch it up, your body will be tricked into burning more if you don't do the same thing every day.You eat mostly vegetables and lean meat. What else?
