Lose fat first and then tone up or vice versa?

So my plan is to lose fat first, because you can't see muscles if all that fat is covering them and then tone up. Is that a good idea? Only asking because by next month, the middle of August, I'm finally going to be at my goal weight (125) and I want to know if I can tone up so I can see my abs muscles. Any advice
