Will this exercise plan be effective?

I am 5'7 and currently weigh around 170. I know that sounds kind of heavy, but I'm really not fat at all, I'm just not very toned. My goal is to weigh around 140 pounds, which is around the recommended weight for a medium build. Mostly, I don't care what I weigh, because for some reason I weigh more than I look like I weigh. My main goal is to look more toned. Right now I am around a US size 10.

This summer, (our school got out June 3) I have been eating more salad and fruit and whole grains and water. Also about three or four days a week I am riding my bike to and from the pool and swimming laps in all strokes. The bike ride all together is about 6 miles. Then I am going to weekly dance classes for tap and ballet.

Will I be able to achieve what I want with all this during my vacation?
Will this exercise plan be effective?
