Can you still obtain the Frank Woods operator in Call of duty: Modern Warfare (2019)?

I had started getting interested in the call of duty games back when cold war just came out. After playing Cold War for awhile, Frank woods started to become my favorite playable operator. After a while I decided to expand my call of duty game library and bought Vanguard and Modern warfare, upon which I noticed that there was an offer that used to be available where people who have pre-ordered Cold War would recieve Frank woods as a playable character. I would really love to be able to play as him in MW, is there still a way to obtain him, or was this a pre-order exclusive?
