You need to return it. That's the right, good, and honest thing to do. And another person's wrong doesn't make what you did any less wrong. The government stealing from it's citizens has nothing to do with the fact that you as a human being and individual should know better than to take what doesn't belong to you.

Its not about the lipstick. Its about he fact you decided to steal something that didn’t belong to you. It is never okay to do this because one thing leads to another, things escalate if you don’t realize what you did is wrong.
