Yeah I would say it means the person is dying (sturggling) and the person beside them doesn't seem to care or is so stupid/out of it they are doing something useless and almost irrelevant instead of helping them.
Reminds me of scenes in movies where it's kind of a comedy scene where someones hanging and the other guy is rambling on about something and he's saying 'oh thats really cool, the interesting thing about that is... SHUT THE FUCK UP AND HELP ME YOU USELESS SHIT'

I believe it means that a person is desperate and the other person who's trying to help is saying things that the desperate person already knows. So, it's not helping. Therefore, you don't help the "drowning person" by saying things that it already knows (describe the water).

In that context, it would mean that someone is drowning (in water) and someone is telling him what the water looks like while he's submerged in it
yes... you are correct. It is saying that a person is in the midst of a struggle, and all their "friend" is doing is telling them the type of trouble they are in, not actually helping them.
