You can learn technique and speed with training and a lot of practice, but your work probably won’t be that inspired. There are plenty of people that are “technically” good but boring as shit and evoke no emotion. When I use to take art classes, there were a lot of people that tried really hard and did alright, but I made it look easy and had people looking over my shoulder asking me how I do that and what am I going to do next with smiles on their face… I still get that whenever I doodle in public. I’m not technically trained at a high level though... To be top notch I think you need both inherent talent as well as training and practice.

You can learn the techniques, but you do definitely need a feel for aesthetics.
I know people who spent years in art schools, and still graduated less proficient than many of the kids who go to the entry exams.
Personally, I never learned how to paint properly, and I'm poor as shit at character art.
But I can trace a picture and it will look right.
I’m great at drawing, but I think that came with practice. I used to draw all the time growing up, and I would even outline whatever I saw around me with my eyes. I was obsessed. I think the later you start, the harder it might be, just like how kids can learn languages easier. Your brain is more malleable perhaps.
It is definetely possbile to learn. It might be harder for someone who got "two left hands" but with enough dedication nothing is impossible.
I may have been born with decent motor skills, but enjoying drawing led to practicing more, and therefore I got better.

I have a feeling that it is a gift that you're born with. I can only draw stick figures. If it were possible to learn to draw well then I'd love to do it.
Natural ability only took me so far as a kid.
Art class tought me how to shade certain objects so they stand out and have depth depending on which part you shade.
I think you can learn to develop your skills, but without an innate apptitude for it you can only progress so far.
Both. There are people that are born with a natural affinity for a particular thing, able to do it at a higher level early. Then there are those that need to take the slow ride. Both can be quite good in their own right.
You can learn it. Yeah some learn it a bit faster naturally but it's more work than. The average Joe would be willing to invest. It really is a LOT of work. It won't be done in a few weeks or months.
Well it's a skill not an inherited trait like you get better at things by practicing
