If someone expects you to forgive and forget too fast, they're not remorseful right?

If the offense was something done deliberately and/or persistent (not just a simple ''oops I forgot your b-day'' thing) such as bullying or going out of their ways to hurt your feelings.

If after they apologize, they expect you to already forgive and forget too fast or else they get upset if you don't... then that means they weren't remorseful right? Does that mean their apology was insincere?
