I totally agree. It’s just water. However…there are some practical reasons to not want to get soaked in certain situations.
I guess women may worry about their hair and their makeup if they are out. Some have clothes that may not do well if they get all wet. A soaking rain can also end up being a bit revealing for women as it makes your clothes cling to you. A lot of people find that kinda sexy but it maybe not be if you are out in public and everyone is gawking. It’s a lot easier for guys.
But…even for guys, if you are at work on your lunch break or something, you don’t want to have to go back in an office all soaked. It can be very inconvenient. A warm summer rain can be nice but it’s not nice when you are soaked and go into an air conditioned office…then you are freezing. Me personally - if not at work or something and it doesn't matter - I don’t care. I love a warm summer rain. But it’s not always a good situation for that.

I actually kinda LIKE places like Ireland or Hawaii where it might be sunny, but then clouds roll over and is drizzles for a while before the clouds blow past and it becomes sunny again. After the rain, everything is fresh and there are dewy drops on the plants. Although you have to be prepared for it with a hooded jacket or umbrella.
I've gotten caught unprepared in some downpours in places like that. But hey, you dry off. It can be kind of funny. And honestly, I've been just as wet in hot, humid climate. I freaking hate climate where you don't even have to bother drying off after a shower before you get dressed. At least rain is cool and pleasant.
I guess I'll answer this question in a logical sense-
At least for women, they're afraid the rain will mess up their hair (which yes, it can depending on your hair texture and style), get your clothes wet and soaked... and heaven forbid you're a woman wearing white when it rains! LOL
And depending on where you live, rain can carry bacteria, parasites, viruses, and chemicals that could make you sick, and it has been linked to disease outbreaks (yes, really).

Only if I'm dressed up and going someplace. Any other time that you see me running in the rain it's because I'm out in my front yard taking shower and I forgot the soap and I usually have my finger up in the air with all the cars honking there horn. telling them to get their own fucking soap
This is what i do when it rains! If it's nice temperaturer and not blowing like a MF, am stand there, open my arms wide while wearing a tank top, enjoy the moment for about 10 minutes. Even if it's heavy rain, i got no problem with that. I get soaked with my own sweat on daily basis, so rain is not a problem. No! This is not how you get ''cold sick'' this is not how the virus work, for more info! Read about it. At the meantime! Let it rain
I always laugh especially when I’m at the beach & I’m in the water & it starts to rain & people get out of the water. I don’t understand your in the water to get wet & when it rains the jokers get out of the water, WTF?
It's crybabies that get their umbrella straight out , when it is only very light rain or a brief shower , umbrellas are a hazard , have had an eye injury thanks to a dozy woman's umbrella , I am hostile to umbrella dopy a-holes , more and more males now , bad enough with the women.
This time of the year in Florida it rains every day, usually in the afternoons. No one wears rain jackets (too hot), or carries an umbrella (only the tourists). I wear a ball cap, and that's the limit of my rain gear.
I think people just don’t want to get wet and feel wet for wherever they’re going. The feeling of wet clothes is uncomfortable and so people avoid that. Not to mention, also, that it can just be impractical or inconvenience to be wet if you’re at a place you need to be at.
They do that all the time here in Korea. Even the slightest drizzle makes people whip out their umbrellas or run for cover. Rain has never bothered me, unless I'm on my way to work (and in those instances, I usually have time to prepare).

in some places you can have sun, t shirts etc and 5 miles away snowI can only answer for myself, I don't mind a light rain as I find it refreshing, if its a total down pour then I head for cover. Don't wish to slosh around in wet clothing or soak my car seats from said wet clothing. For the most part I just accept it and keep on doing what I was doing.

My problem is in the summer when I have to run out in the rain for a quick second two adjust the downspout, bring in a tool, etc.. It may be hot outside, but when I get back in the house, I'll feel like I'm freezing for a bit in the AC! Cold and clammy - until I can dry off. I'll usually just run out there with (only) swim trunks - it's easier to dry me than all my clothes.It often takes a lot of work to be beautiful, especially to our own standards. Me, I ride in the rain. 😎

No clue I just walk casually through the rain to wherever I need to go I don't really mind getting wet.
I guess it's because they lack the ability to prepare. I always have a rain proof jacket with me, but that said I do abort what I am doing most of the time. Because it can be done under better circumstances.

I have not stood without cover in hail, but did witness it the size of child's fists (it totaled half of the cars in Sydney in 1999 or 2000).
