Franchisees aren't fully-subjected to adhere to the chain's "suggested" prices during the holidays. As a hotels & resorts owner, I'd rather win business with competitive rates & perks. So, I will approve modest rate increases while my facilities room rates that remain attractive & reasonable to potential guests yet pleasing the hotel chain. I love it when I can manage to put a sock in the mouths of the chain's execs while doing so.
We're busier during the holidays due to high occupancy and more activities throughout the entire facilities. Therefore, we need more employees to work. Holiday pay is higher. More utilities are used. More supplies need to be replenished. So on, so forth. Generally, there are lots more spending on a hotel/resort owner's part. However, we wanna keep our patrons happy and win new business. So, I'll swallow the lower-than-expected profit margins. Nonetheless, there will be guaranteed profits across the board.

More people want to visit a hotel during the holidays so they can afford to raise their prices without losing business and they are also expected to provide better service during the holidays which requires more money to set up. Like I had cilantro smoothies and macarons on Christmas morning during my all inclusive vacation. But on normal days, we did not have duck as a morning breakfast food, we ate omelette or pasta instead.
Because they've got you by the short hairs and they know they can get away with it.

They know folks are coming! Depending on what region or areas you're talking about, it might be the only way they stay afloat in smaller and rural towns.
Because nobody has prevented them from doing so, yet.
