Everyone is held responsible for their actions when drunk. Otherwise people would literally get drunk to do something they want to do, such as cheat with the person they've been thinking about.
Imagine it now, get together to hang out, get drunk... now there is an excuse.
It applies to all aspects of being drunk though, driving a car and hurting or killing someone, or worse.
Same goes if a drunk person rapes someone.
Being drunk or high is never an excuse for ones actions.
Alcohol or drugs don't reduce someone's responsibility. In cases, if prosecution can prove the culprit consumed alcohol intentionally before commit a crime the sentence can be even harsher than sober.
In case of cheating, I wouldn't believe the cheater because I don't lose control over myself when I'm drunk and I don't believe someone does. If someone does they don't deserve my attention and forgiveness anyway

It was your decision to drink, in the first place. Nobody forced the alcohol down your throat. If you can't control yourself, then you shouldn't be drinking. This is especially true if you've drank before, and you know how it affects you.
My partner of 12 years cheated on me, when she was drunk, and you damn well better believe I blamed her ass for it, because it was her f*cking fault.
Of course one should be, the thoughts didn't come from nowhere and if a little alcohol is all it took for them to go in and behave like a jackass, they were on edge quite a bit

When I was younger I was a heavy raver and drank and took many different drugs. You cannot use it as an excuse it's a complete cop out.
If you don't know what your doing that much whilst on a substance or drink you should consider whether it's a choice to blame the substance rather than your low morals
No. Don't get drunk or get high if you cheat on your lover when you're drunk or high. Same as driving. Don't drive in that state. Basic accountability 101.
A person absolutely should be held accountable for their actions, regardless of intent of they were drunk or high. They made the choice to intoxicate themselves in the first place.
