Probably. Well, definitely, actually. But if there was a halfling bandit like that, I'd suggest they resort to burglary if they want to successfully make some money. Going head to head against someone twice their size would be silly.

Yeah it'd be quite easy to restrain them or outrun them.
Fighting would be stupid unless they posed a direct danger to my life.
It's the same principle as not going all out against a kid when they pinch or hit you. There's no point. Besides, violence and arguments make me uncomfy.

They hardly have a chance. There's simply too much muscle difference between a normal sized human versus a 3-foot one.
While I discourage violence in any form besides roughhousing, it just seems completely like a one-sided ordeal.
The macrophilia community has already spent countless hours writing and discussing this very topic, whether someone's half your size all the way down to an inch tall, size matters.
