Most likely just some dweeb with a rubber stamp collection that feels the need to stamp bills he's had.
There's some bills that, for decades, now, have been stamped, "Where's George". It's part of a web site thingie where you can track where certain bills with that stamp have been. You go to the site when you get one of those bills, enter in your name and location and where you got the bill and where you've spent it, once you have, and the serial number of the bill and the site will keep track of where it's been and where it goes.
As for this particular bill. Can you see if there's a tiny number and letter under the tail feather of that bird? If not, it's a web note and could be collectible! Some people on eBay would pay more than just a dollar to get it.

I have once seen a banknote with some graffiti on it but where I live, the government is very quick to dispose of those "polluted" banknotes and replace them with new ones.

I find it a pity that people have to destroy or deface or disfigure government and private property with graffiti and that would obviously also include graffiti by people like Bansky. If I anyone would place one of those rather primitive looking graffiti on my property, I would make sure it disappears as quickly as it came, even if it was an original Bansky. I just abhor it when people misuse others' goods with graffiti just because they have nothing better to do and are totally bored.

@jamesgoldman That is not art, that is bad graffiti like any of those you find on trains, tunnels and anywhere else. It is a nuisance and nothing more.
