It's a very famous picture in Wales and unfortunately not the only mistranslation you'll see, there's plenty more fuck ups online.

In Wales signs have to be bilingual (England does it to a certain extent in the borderlands) however unlike English, welsh doesn't really have a gold standard and is split into several dialects and it's considered OK to write in any dialect. But to avoid confusion (and arguments) companies will often have an official translator which is where the bottom half of the sign comes in.

The sign is actually real but whether it was a mistake or deliberate is another matter. There was a government notice about erecting a flag pole that got translated as we'd like to invite the minister so we can shove it up his arsehole. I suspect the person who did the road sign knew exactly what he was doing
