It's a letter opener, used to open envelopes that contain real mail, not email.

It’s an opener for envelopes, packages and boxes. It’s considered to be safer than Stanley knife type razor blade box cutters. I don’t like them because they’re disposable. I can change the blade in my Stanley and it’ll last a lifetime. In fact, one of mine has. It was my father’s box cutter. It might be as old as i am!

I've had a very similar tool we referred to as a "J knife" that I used extensively while producing plastice sheeting (cereal bags etc. on rolls for machining). keeps from cutting too many layers when removing material in my experience... but this may not be that.

It's a letter opener. I suppose it could be used for cutting other things, as well.
I have gotten a few for free from nonprofits that were asking for donations.
