You could just be paranoid. For all you know, his friend could've cracked a joke, be it about you or something else. It doesn't necessarily mean they're laughing at you in particular. Of course, there are people who can be rude and laugh at people's appearance but they're immature and should be ignored. Not all guys are obnoxious so don't generalise them all. I find there are more obnoxious girls than guys though!
Guys can react in many ways to a girl walking by;
- They stare; they're either admiring your beauty or think you're hideous. It can only be either one.
- They don't pay you any attention; meaning you haven't caught their eye or they're just distracted.
- They laugh; they're either laughing at something else or being obnoxious like you said and laughing at you for whatever reason.
- They whistle; they obviously find that girl attractive so are trying to get her attention.
Looking away like you said, could just be that they're getting distracted by something else, they're just scanning around and not looking at anyone in particular and you haven't caught their eye.

You don't seem like the kind of girl that any guy should be laughing at, so they're probably just idiots.
Might I ask, not to stereotype, but are these all the same kind of guy? I would assume so. Not all guys are the same, and not all think the same way.
The normal proper reaction is for a guy to check you if he likes what he sees, but not say anything or make it too obvious. Maybe smile at you to be friendly. Possibly make eye contact, although he might also avoid eye contact if he's shy.
Anything more than that is not proper and actually disrespectful, whether it's catcalls, whistling, laughter or whatever. They should not be acting like that. It's generally a certain class of guy that does this too, and you're better off not having anything to do with them regardless of their intentions.
If a guy wants to communicate with you, he should go up and start a conversation, the way normal human beings do. Otherwise, he is a being a caveman. Trust me, we're not all like that!
It seems that they find you peculiar, or they find your dress bizarre.
