What does it mean if a guy friend massages your ankle and kinda your feet?

So, I was sitting across from my guy friend and I had my legs resting on a chair, he was next to my legs/feet. He just started to kinda like massage my ankles and touching my feet. He was also looking me straight in the eyes and just talking normally. We were sitting with a few other guy friends, not ignoring anyone. He's told me before that he loves my hugs. Does he like me, or is he just attracted to me sexually?
