Guys don't usually confess feelings first. We are able to tell in 3ish weeks after a couple of meets whether we like a girl and feel we get on well together but we SHOULD never say this to them. We just continue moving forward slowly not giving it too much thought.
Feelings however are another aspect, having feelings is something rather strong. Either you are a very special individual who has this quick effect on people or they may be a little obsessive too soon, which may not always be a bad thing but 99% of the time it is as it tends to get worse. I'm going with the second; obsessiveness. I'm not being rude and saying you're not special :P haha I'm just saying no guy should have feelings for you that quick especially as they are still getting to know you very early on.
What you do next is up to you... If you like him and feel that he's a good guy and someone you want to get to know better, go for it. Just expect his feelings to grow and be ready to receive many compliments which isn't necessarily always bad
I think it just goes along with guys being aggressive. Usually guys when a guy is fixated on something, it's kinda a target to him. So if a guy is looking for a girlfriend, it's a fixated goal so to say and his intention all along. Many guys don't have friends who are girls in general and when they are interested in someone, that's the direction they go.
Everyone has a preference on "too early." For many, 2-3 weeks can actually be fairly normal. My last girlfriend wanted instant commitment after one date. I gave that a chance and it totally did not work(super clingy!).

He want to monogamously date you so you don't date another guy at the same time. In short he doesn't play this "serial dating for months " thing that a lot of people our age do.
This is his strategy because I do the same thing; I don't bullshit around. Either you're all in or all out.
Since it sounds like you don't like him enough to turn down propositions from other guys, break this arrangement off with him and stop wasting his time.
Men typically develop feelings faster then women.
More experienced men typically train themselves not to or simply don't say anything because women actually don't like it.
That is weird I don't do that but some guy's like romance.
