For me, a guy has never made the first move. Once, a long time ago, I told a guy I liked them and they came back and said the same thing, but not after I'd confessed.
I think it's a really good idea to just straight-up tell your crush that you like them, especially if you've noticed they've been flirting with you a bit. Telling them in person may seem daunting, but it's definitely the right way to do it. That way, you can see their facial expressions and body language. If it's really necessary, telling them over the phone is also okay, because at least then you can hear the tone in their voice. Texting to confess is quite a "chicken" way to do it, and guys like honest, straight-up girls.
A couple of times, I've got a friend to text my crush before I confess to them, just saying something like "hey, I'm so and so's friend, and she's been talking about you a lot lately, and I have a feeling she likes you" or something along those lines. This is quite a good thing to do, but it's best to do this over a social media app, such as Instagram DM, rather than phone numbers, because your crush may get mad that you've passed their number on to somebody else without their permission.
I hope this advice is useful. I reckon I'll have to take some of this advice and tell my crush I like them! Fingers crossed all goes well...
Also, the picture is pretty irrelevant. The website just said I needed a picture, and this is the only picture I have on my laptop, besides some cringy selfies. So, enjoy!
