well I personally grew up in a family that never said I love you around so I always feel very awkward when someone else says it to me. It took me awhile to say it back to my boyfriend and feel comfortable, and now even tho I do love him it just is very weird to me

That's a common dark psychological trick intented to know if girls are more into than the guys in the relationship. Without that "knowing" he could blindly miss the spot and give too much attraction/interest in a girl who is "maybe" or "low" interested in him
I understand where he is coming from as I too don’t express feelings much my parents and siblings could even tell you that, however if you feel this way you need to let him know. If you let him know that you feel this way he will adjust and attempt to be more open for you, but you must first communicate so that way you go on and continue feeling this way.
he may not want to push, he might be unsure if that is truly how he feels or he grew up in a world that taught men it is not ok for them to be vulnerable or express feelings. Honestly I don't think it has anything to do. I loved the women who was my girlfriend for a year before I was able to tell her and it was still hard for me too. There are situations were men being emotional is counterproductive, like in situations of stress or danger.
Over time the idea of holding back one's emotions spilled over to other areas, and it became understood as inherently male, to the point where it would be considered unmanly to cry or show tenderness in any situation. This is further propagated by bad education and parentage, media, society, etc.
People tend to do what they learn at home. Maybe his parents were not very demonstrative. I was frightened to death to say it to my girlfriend. We were in my car and it was dark and I just mouthed the words a couple of times to practice it a little, then I said it and she told me that she loved me too and I think she kissed me on the neck.
Five minutes later I said it again because I wasn't sure I heard it right the first time.
A lot of guys, not just your guy, say things to convey or seek information. That's it. They don't repeat things over and over and over and over.
They tell you they love you - and that's it, that's now information you have. If it changes, they tell you. If you think it's changed, and ask, they'll tell you. But they genuinely (with no meanness about why they are doing it) would never think to just volunteer this information randomly through the day because they assume you already know it.
I'm not saying we're the same but i won't say i love you first. And if i do ( because if i'm moved to say it i will) i WON'T say it again till she says it to me. Because i refuse to put anymore energy into her than she's willing to put into me. At least this way when she dumps me we part even.
Perhaps he's shy about it. I know when I was dating a girl I had trouble saying "I love you". She usually asks me to say it. Perhaps you should tell him to say "I love you" to get it out.

I don't know all about what other men think, but I do know out of person experience is that I have always been the same way as your boyfriend. He probably shows you his love for you in the little things he does for you that make you smile.
Because he as a dumb girl who is still with him even though he cannot man up and say that he loves you and simply takes advantage of your nice attitude and your stupidity. He fucks you without having to say he loves you first. He is a lucky guy

in my opinion it is not a good sign. Means 1 of 3 things. You give him no enthusiasm, he has vulnerability issues, or he loves you just not romantically romantically.
He is probably afraid that he might frighten you away and probably nervous about what your reaction might be.
He's scared of the L word. Love equals commitment to guys, and they're scared of that too.
Actions speak louder than words , if he treats you well and cares for you then that's love
