I'm going on a mere two sentences of description here, so it's hard to say anything with a ton of confidence, but it sounds to me like he feels like he doesn't feel like he has blanket permission to touch you (I'm focusing on when you're alone together), and he's afraid of offending you or being accused of doing something wrong. I'm guessing this is because of all of the "woke"/"metoo" propaganda from the last 5 years or so.

You need to have a talk with him and tell him that you very much WANT and DESIRE his touches, and that you give him permission to do so anytime you're alone, and especially during sex. Tell him you'd like him to take charge and touch you as he pleases, and that it makes you feel desired and wanted. He needs to hear that so he can develop some confidence. Obviously this doesn't include being abusive - we're talking about sexual, sensual touches.

Essentially, you need let him know that you DESIRE this, and that it makes you feel good, and that he has your permission and even your encouragement. I suspect that will make a huge difference.
