Context is everything. If he doesn't seem threatening, I'd start conversing with and holding her such that the guy knew she was off limits, and it was back to the drawing board.
If he continues to stare forlornly, I'd politely ask him if everything is okay.
If he's hiding behind bushes poorly, wearing a hoodie and staring at her like he has ill intent, cautiously approach and let him know he's not doing a very good job of hiding. Then, be ready for anything. He might emotionally collapse upon being caught. He might charge like a rhino. But try to find some local cover when getting within range, so I'm not a clean target if he starts shooting.
If he seems unwilling then to follow through, get him some help. If he goes off like a complete lunatic, fight of flight. And give her a chance to call the police.
Usually, if I see some adorable new face but then someone who looks like her boyfriend approaches, I immediately look away. I always have something else to be doing, just in case.
I don't do anything crazy, unless I'm cornered. As in, he gets insecure that I may have noticed his girl, and now he hovers over me, invading my personal space and antagonizing. Being a bully.
I'll tell him once, kindly, to back off. If he proceeds to be a jackass, I'll be less polite about it. If he then manhandles me or my property, he's at minimum walking away with some bruises.
And if that's the case, I'll hope she'll have enough sense to think twice about the relationship.
I probably wouldn't want her anymore after that.
For there is no honor in trying to claim her in that situation. The goal is no longer at that point about admiring or acquiring a girl. It's about my rights, safety, and honor.
Thankfully, I haven't been in that exact situation. But it's par for the course with the stupid I seem to find lurking around every corner.
My biggest fear isn't that I'll be forced into a confrontation with crazy like that, because crazy doesn't know where to draw the line. It's that police will get involved, and just lazily decide to throw everyone in jail, "just to be sure."
Hasn't happened yet, but always a risk. Never even assume anymore you can eat at a cafe inside of Banes and Noble in peace. Someone in there just might decide they don't believe you deserve to have any peace. And you gotta be prepared to defend yourself, no matter their insane reason to conclude they should start trouble with you, even if you get painted as the villain for not consenting to being a punching bag!

This happened to me before - only she wasn't just looking at him, she threw her arms around his neck and said "Good morning" with me staying right there. He caught hell for not taking her arms down, and for not introducing me to her. He just stood there! Oh, this made me realize that he might have been with her sexually. He didn't deny it either. He claimed he fixed her cable tv FROM OUTSIDE HER APARTMENT IN THE HALLWAY. Yeh, right!!
I was so upset and angry that when I was driving later that day, I got into a car accident. It was my friends car too.
The next day I saw her in the hallway of our apartment and told her she shouldn't just go up to a man and throw her arms around his neck. She replied that she's h st a baby g hugger. So I held up my ring to her and told her that we are engaged and she better keep her hands off!
Yep! The women sure do gravitate to him for some reason. One time we were in a lounge filling out a lottery ticket together. This attractive young woman kept passing by our table and giving him her flirty little looks. Again, he just sat there. I was pissed.

I fully believe in "you can look but don't touch". That applies to both us in the relationship looking at others, and others looking at us.
I'm not going to pretend to be blind when in a relationship, and I don't expect her to be either. So if someone caughts our interest, it's only natural. And there's trust to know that it's only looking.
Now if I notice my girlfriend getting annoyed or bothered by someone acting like a creep, I will step up. But I'm not going hover over her, controlling everything she does.
If you are someone who goes through their partner's phone, you have serious trust issues, and need to check that issue before you start dating someone new. It's unhealthy, and you need to start dating trustworthy people.
It happens. I think of it as a warped compliment. I sit back and watch the show. (I trust him completely to deal with it in his own creative ways.)
It's a testament to my success so it's flattering in a way.
But if it gets too shameless I'll mark my territory by kissing her or putting an arm around her depending on the situation
If he makes an attempt at her I'd like to think she'll shut him down but if he crosses any line I'll happily do him the courtesy of breaking every bone in his face
first of all, if my partner is loyal he won't even look at the shameless person who is looking at him even though it's obvious he has a girlfriend who is literally standing next to him. but if a girl looks at my partner and he gives her the same energy then he's the one who must be blamed not the person looking at him. some of us blame other random people for looking at their partner but it's not their fault if my man is extremely attractive and irresistible.

Then I mark my territory in some obvious way, and tell my S. O. as soon as I can for a laugh for both of us.
It's picking the battle, using it to my advantage, and great optics/ actions with my s. o., if not channel the energy toward him. So it's a positive all around.

I hope I wouldn’t be that insecure about our relationship to worry about. I would like to think I could trust my partner to be smart and handle it. I’d only step in if absolutely necessary.
