You should politely say, "thank you for your honesty and candor. I will always respect you for it. I accept your assessment." And then, I would Block and Ghost him.
I also would make him live up to his word by the no contact rule WHEN his back-up Plan eventually falls through and he comes back with apologies seeking your "attention". He is likely planning Valentine's Day with another. He is likely not a quality boyfriend. This is from my experience as a male and having lots of stud-muffin magazine looking friends. Hold him to his words !!!

He doesn't know what he wants? Yet he thinks he will move to another city? Like what? Maybe you should end if and move on. Find a better man for you , and who has your values.
He's already not placing you as a priority. He's choosing the other country and his freedom, his own needs and time over you. What more explanation do you need?
