Is he telling me that he loves me without saying I love you?

So the thing is - I have a boyfriend, we've been talking for over 9 months, officially a couple for a few months, and we've known each over and talked on and off even earlier before we started talking every day. Even tho we are not teenagers anymore, for both of us it is our first relationship, and we both are very shy in showing any kind of affection (physically or words). That's not the point. We both haven't said "I love you", as a girl I'm waiting for him to say it first :D. But for a few weeks he's been saying such things as "So you don't love me" or "Okay then I don't love you then" and so on, of course, these things were said while we were making jokes, but deep inside I'm feeling that it is his way of saying those words without saying that officially. I don't know how to explain it because it began just weeks ago. Word ,, LOVE" has never been said before in any kind of context. So am I delusional or if he is actually warming up these words, and saying that?
