When is it okay to say “I love you” in a relationship?

Hellooo! Some context: I’ve been with my boyfriend officially for a month and a half (we have known each other for longer and started liking each other 2 months before becoming official).
So I’ve known what kind of person he is for some time. As a partner, he is consistent, caring, and understanding. In the past, I’ve felt like I truly loved my partners within 3-5 months or not until a while, but with him, I am already feeling it. He is genuinely the kindest and most loving person I’ve ever been with and I feel like the luckiest woman to have met him.
Valentine’s day is coming up and I want to write him a love letter but I’m debating on if I should outright say “I love you” because I don’t want to do it too early (he hasn’t said it either). So far, I’m sticking with “I appreciate you” or “I adore you” but it feels so silly to avoid saying “I love you”.
It’s just so early in the relationship and I don’t want to rush things.
