What does Amos 8:5 mean by making the shekel great and the ephah small?

In Amos 8:5 God condemns those who make the shekel great and the ephah small, they represent two different systems of behaviour

The ephah represents compassionate obligation

The shekel represents social charity

God is condemning those who give to charity, do acts of service for those in need, but refuse to take care of their families, refuse to show loyalty to their friends, refuse to be respectful and polite to others, refuse to show common courtesy and mental regard for people's feelings, they are purely unemotional robots that provide and give, but do not practice emotional responsibility to those in their inner social circle or dutiful compassion to those who have invested their time and labour into their lives.
