The bible certainly does, but the many and varied denominations often interpret the bible differently. I know a lot of Catholics who don’t reel in their impulses at all, but believe confessing weekly will still get them into Heaven.
It can, doesn't mean it WILL. Some people only CLAIM to hear God's message. And they it use to further their own agenda, not do God's will.
You have to remember man is evil by nature. Following God means trusting him and rejecting your evil inclinations.
