Offhand, two programs that I can think of that do so are Medicaid and food stamps; I don't know enough about other programs to be able to comment on them. What I find utterly disgusting is how some states have refused the funds allocated under the ACA to expand Medicaid coverage. WTF is wrong with those people? Just because you don't like the ACA doesn't mean you shouldn't use it to help people.

Complaining now that Trump has won with fewer votes is like complaining that one player beat another player in chess with fewer pieces on the board. It isn't the point; the rules have been around for hundreds of years. The electoral college remains because the immense size and disparities in population concentration in the US would leave underpopulated areas essentially useless in the race if the race counted purely by votes.

If we're going to get into unfair things, I could complain that Democratic candidates typically start with a larger % of the popular vote that will never not vote Democrat, and that that is less due to the merits of their belief system than that Democrats employ identity politics much more than Republicans. For instance, even a black person who does not believe in extended government regulations, high corporate tax rates, and a raise in minimum wage may still vote Democrat,

because there is such political and cultural pressure to vote Democrat or else be a "traitor" (and there are much worse words than "traitor" that black men and women are called when they don't vote the way they are "supposed" to).

My point in the last paragraph is that the parties are already not leveled-out when it comes to getting the people's votes. Republicans must win more votes from undecided voters than Democrats must in order to get a majority.
