When a guy says "I suppose" rather than "I will"

I've been seeing this guy since March of 2010. He's a really busy man and so I rarely get to see him. We were texting the other night wanting to make plans and I asked him when he will have time for me. His response back was, "Time is pretty scarce but I suppose I can find time for you :P"

Now my question is, what do you guys think about that text back? It bugs me a little bit because if he did want to spend time with me wouldn't he be more straight forward and say "I will find time for you" rather than "i suppose I can find time for you"? But then I'm stumped because of the tongue face ( :P ) because usually when someone says I suppose I'll do something for you :P it would mean they're kind of just playing around sarcastically?

I dunno... it's probably a really minor issue and I think I'm thinking too much about it but it is bugging me... So guys, what do you think?
