Ireland, the country in question, has general guidelines by the Department of the Taoiseach, who is the Presidential-appointed prime minister, chief executive and head of government.

While here are similarities in the protocols, using the wrong protocol on the wrong flag would cause legal violations, misunderstandings, and offense. So long as the correct protocols are observed properly (especially by the nation's own citizens inside the country of interest's borders), there should be no problem.
Foreigners must respect the country that has so graciously allowed them residence and its citizens. If they want to fly their flags as well while within their country of residence (C. O. R.), their flag must be flown with the C. O. R.'s flag, too, and in accordance to the C. O. R.'s protocol, not their own. If that's something that is going to offend you and cause you to feel unwelcome then perhaps staying in your home country is the best option.

I think this is one idiot that shouldn't be re-elected. When you can't fly your own country's flag in your own country? I think it should be the opposite, all these immigrants should not fly their old country's flag. You are in Ireland now, not Nigeria. If you loved your country so much why are you here. Go back there and let us fly our flag.

I don't believe I've heard that certain parts of the US regard the Stars and Stripes as not representative of them (are there confederate die-hards who might feel that way, perhaps)? The argument is that America is a racist nation and the flag is a symbol of oppression and racism and they'll not respect it as such.
I don't think it's incredibly different from the Irish flag debacle. Most people who fly the Confederate battle flag (in my experience) are die-hard nationalists. They like to fly both flags. - +1 y

@Waffles731 the flag today has a different meaning than it did back then. Iโve seen more black people fly the confederate battle flag than I could count (I am southern though so itโs not that high ๐) and there are whole groups like โblack sons of confederate veteransโ which for me kind of makes the โracistโ card moot. If, for example, a bunch of Jews started flying the Nazi flag Iโd presume theyโre doing it for some reason other than that they promote the genocide of Jews. Iโm a big America guy, so if there is one aspect to it Iโd agree with itd be on the treasonous issue, but I also understand that people arenโt necessarily celebrating that aspect, but to each their own.
