No, so long as the proper protocol is used.
Flag protocols differ. Mine are the "Flag and Heraldic Code of the Philippines" (Republic Act 8491) and the "United States Flag Code" in Chapter 1 of Title 4 of the United States Code (4 U. S. C. § 1 et seq).

Ireland, the country in question, has general guidelines by the Department of the Taoiseach, who is the Presidential-appointed prime minister, chief executive and head of government.

The "The National Flag" . pdf-formatted file has all the details.
While here are similarities in the protocols, using the wrong protocol on the wrong flag would cause legal violations, misunderstandings, and offense. So long as the correct protocols are observed properly (especially by the nation's own citizens inside the country of interest's borders), there should be no problem.
Foreigners must respect the country that has so graciously allowed them residence and its citizens. If they want to fly their flags as well while within their country of residence (C. O. R.), their flag must be flown with the C. O. R.'s flag, too, and in accordance to the C. O. R.'s protocol, not their own. It's part of basic respect, manners, gratitude, mutual-benevolence, and altruism.

I feel like if you go to another country, one of the things you should prepare yourself for is seeing their flag being displayed. If that's something that is going to offend you and cause you to feel unwelcome then perhaps staying in your home country is the best option.
I hate this idea that if something isn't representing a minority group then it's automatically evil.
I think this is one idiot that shouldn't be re-elected. When you can't fly your own country's flag in your own country? I think it should be the opposite, all these immigrants should not fly their old country's flag. You are in Ireland now, not Nigeria. If you loved your country so much why are you here. Go back there and let us fly our flag.

as long as there's an American flag flying next to it, it's fine. The American flag should be higher than the Irish flag in the U. S.

i don't understand where you fly the flag if not outside your government buildings
Better dead than red, BUT...
A not insignificant number of people see the Irish tricolour as a sectarian symbol.
Clearly, in this instance, it wasn't, but it isn't the uncontroversial national symbol that most national flags are, at least not to everybody...That guy who opposes the Irish flag being displayed (but would want the Marxist flag or LGBTQAI++++ flag to be displayed instead) is a cuck. He is a perfect example of the kind of spineless wimp that will be the downfall of Europe.
I have a proposition
From now on, anyone who claims offense at the nationalist pride of the nation they choose to move to gets taken to the border, put in a big hamster ball, and trebuchet-ed in the general direction of their country of origin.
Hyena for prez 2020If I go to Ireland, I expect to see the Irish flag flown proudly, and high in the sky.
That's pretty dumb. I don't know how flying thge country's own flag could ever offended foreigners, and if it does they should go home.
Not to me. But I notice that in England we don't fly the Union Jack any more. I don't know why, it just seemed to disappear overnight. So maybe it was offensive to our foreign overlords?
So the decision to fly the flag passed 34-2. There is a turd in every punchbowl; that guy deserves to be ignored.
There is a joke about the IRA there I'm sure I just can't quite grasp it
Man what the fuck is wrong with the World these days... what the fuck.
When was it that we started caring so much about what others think and whether or not they are offended. I've heard some people say that and you would think that just committed the most vile taboo.
Flying a flag in your country or in a place representing your country (like an embassy) is perfectly fine. Flying your flag in another country is not fine.
So now people don't want countries flying their own flag on their own soil? Yeah right. How stupid.
I fly my flag dont care where I am everyone can do it why not me :)
since the Irish don't fly planes inot American building or threaten to kill infidels or collect welfare at a disproportionate rate it is no big deal. if they were a "problem" race then I would take offense.
@ladsin if you are Ireland I don't understand what the hell is problem, I mean of it's international building in Ireland, but a county hall...😆😆🤨 That's absurd, be Irish be happy!
I wouldn't be offended having it fly anywhere.
If they don't like it, fuck 'em! Fly the flag.
No. It's not offensive.
