Who is allowed to say the n-word?

i feel like, duh, obviously black people can. but are there non offensive times? like in a song or if u say it towards someone else that isn't black? i mean I've heard every race say it anyway.
personally i dont think ANYone should but i accidently do, especially since i love rap a lot, and I've been trying to knock the habit, especially in front of others, others meaning family, and I've only let it slip once in front of friends.

I used to be totally fine with people of all races saying the n word. I know people are not offending me unless they use the one with the hard -er.

But someone did bring to light that “you rarely hear black people use watered down versions of racial slurs towards other people, so why are we letting people do the same to us?”

Because black people say it all the time and use it within our own community, everyone else thinks it’s okay.

A lot of black people still don’t like other races using nigga, especially white people.

We chose to take our painful racial slur and turn it into something else but many of us want others to separate themselves from it because it is not their own history that is being addressed.

So at this point I am conflicted. Again I am not personally offended by non black people using it but at the same time I know how incredibly inappropriate it would be if I used a “remix” version of a racial slur against another race. Even if it’s in a song, it’s not funny or cute. And that race would have every right to be pissed off. But for some reason this is just a thing amongst the black community.

Now I just watch myself and try to not say it at all myself.

No one should. If it was used racistly against your ancestors then why would you call people it today as a joke? Seriously, it's not a blacks can or whites can, it's a maybe respect the dead and don't use racial slurs that they had to live with.

Nigga is a stupid word.
For one, it is derived from the word n**, which offends Black people a lot, but then they use the word Nigga like hello, not only towards each other, but to others, regardless of race.
Second, sometimes it's used so much that people sound like they lack an education. Their vocab sucks so much that they just say it over and over again. They sounds like complete idiots.

Either anyone can or nobody can. If it's offensive if I, as a white man, use it (or the "k" word in South Africa) then it's equally offensive if someone of colour uses it.

The alternative is as racist as the word is alleged to be

I say nigga frequently and around my black friends. They are fine with it. There is a difference between nigga and nigge*. But I think the term has changed in present times.
