How true is the following Quote "Offense is only taken, never given"?

I ask this, because when it comes to freedom of speech, people tend to get offended EXTREMELY easily and then blame it on anyone but them selves. The full quote is "Offense is never given, only taken. If you're offended by something someone says, that's your problem. Stopping someone from saying something you dont like is censorship and a form of fascism."

Which i believe is very true, People being offended by words they find online shows how weak some people are. I mean there is a twitter user that claims that she got PTSD from twitter.. That is beyond pathetic.
