Im not a scientist but it probly depends on how much you would need to put in the water, What it would taste like, the water filtration etc but it is also used as pharmaceutical and like she said it can be illegally anyhow so if someone was gonna comit the crime they would probly make it illegally so it isn't as easy to trace it back to them. So id say keep it legal so people who need it can benefit from it however if it does find itself in large amounts of drinking water it should be classified as a weapon and mass murder attempt
