I am not sure how skin color needs a different definition, that's pretty self evident.
But race is simply a construction people claim to be a representation for differences. It is vague because raciologists need it to be vague. Raciologists will claim it is skin color, but we all know it is not. Raciologists constantly claim Latinos are a different race. And Latinos by that standard, would be a members of several races. They constantly talk about behaviors and beliefs, which of course have nothing to do with skin color. They even classify folks who have their skin complexion as members of a different race because they claim they are not racially pure.
So what more evidence do we need to understand that not only are raciologists wrong, they are confused. And perhaps that is by designed. Because if they clearly understood it, they would probably reject this belief system.
Culture?
That is simply the most meaningful standard for understanding human differences. Some call it ethnicity. Others call it "clan", tribe, nationality, etc. I would even say that raciologists really are just members of a culture.
But the point is, that culture is a person's group identity. Some may have several. But you know culture when you ask a person, "what are they"? And the answer comes back, Apache, Spanish, Latin, Chinese, American, "White", Jamaican, etc.
That label is the "culture" that person thinks they are apart of.
I think that culture tends to be over simplified. Yes race can and often is part of a given culture. But is only one part of it. Things such as food, music, religion, clothing and much more are parts of a culture as well. Also as humanity become more connected our cultures started to mix. So what was a part of a given culture at one point become part of others. That started many generations ago and has continued ever sense. So now a given culture is more of a mix of any cultures then is it's own singular culture onto itself. Sure if we talking about a highly isolated group of people it's possible for them to have a singular culture onto itself. But outside of those rare groups there isn't any singular cultures.
Race, a collection of shared genetic features common to a group of people. There may be overlap with other groups but generally they mark a group out from the rest. Oranges and lemons may share genes but we can all tell the difference.
Skin colour, one of the most noticeable genetic racial differences. Often the only one some people notice. White people may change from milk white in winter to boiled lobster in summer.
Culture, a loose set of beliefs, values, arts lifestyle etc that may be limited to one street or span continents. People generally feel comfortable with others who share a culture regardless of Race or nationality.

That's as daft as saying "football team you support, city you live in, and nationality are all the same thing!" When we know it's false and each has little to do with the other two.
Race is a social construct that few people actually understand but assume mainly in skin colour. Just as people assume you support a football club because you were born in that city.
Good question! Not all people with the same colour have the same culture, that much is sure. Americans are very different from, say, Nigerians. All of them.

Culture is the collective arts of a specific society. Skin color is the color of your skin and race is the shape of your skull.
