Good law, my state is already that way, except we do not even have to let an officer know we have one. They can get a search warrant if they feel the need to.
Rights should not be licensed, as they are guaranteed right. Unless your okay with licensing free speech, need to have training and be register before you can exercise it.
Speech is far more dangerous than guns by far.
That said, is training good? sure... but not at someone who is exercising their rights personal expense. The government, feds or state can offer free training classes to anyone who wants them, along with free gun safes or anything else they want. They should not be mandating things to make it a right that only the rich can afford.
It would help society over all to give free (tax payer) funded training to those that want it.
Back in the day here, long before my time they actually taught gun safety and how to shoot in public school. People learned gun safety, how to shoot, how to clean them, etc... kids would even bring guns to school for the classes and they had gun club after school, where they'd go shooting somewhere. My dad learned how to refill casings this way in this class. I don't even know how to do that.
Maybe that should be brought back, don't need to bring guns to school but the rest of it... that way everyone grows up knowing how to use it right and has training.

Open carry is 100% legal here, concealed carry, no permit needed for either and the only people that freak out, is when you go into the big liberal city.

Its legal to conceal carry in public schools here, has been for 12 or 13 years... and no mass shootings cause of it. No open carry in public schools though.
The idea is, a shooter has no idea, which teachers are armed, which janitors or principals. It could be they all are, or none are... so lock down is always first response, while law enforcement shows up to handle it... but no teacher wants to be locked in their room unarmed if a shooter manages to break down the door and starts shooting them.
Private schools, are private property and can say you cannot, but if you violate that it is a minor trespass infraction.
The only place you can't carry open or concealed is the federal buildings... federal law.

The actual "training" involved with getting a CHL is ridiculously minimal anyway, so that's not really a "loss," because realistically, one would have to expend hundreds if not thousands of rounds, and regularly hitting the range to actually be proficient. The cost of ammunition has unquestionably kept many people away from getting any actual practice in. The point of a CHL is to be able to defend yourself in public in a worst case scenario; not to deputize random gun owners. Most of the actual class time is spent learning the legalities involved with even a good shooting in self defense, (which basically boils down to "you're going to jail for at least a bit but that's better than being dead") which I can imagine that everyone skipping this segment would likely result in a marginal but exploitable rise in bad shoots. It's pretty much entirely common sense stuff, so I guess it really depends on how low your general opinion of society is.
So, really that law is not going to have much of an impact on anything, aside from being considered a win for advocates of constitutional carry/zero infringement, and a talking point for politicians to either cheer or complain about without actually needing to do much.
When I had my CHL in Texas there was NOT a requirement to inform LE if you were carrying when pulled over for a traffic stop.
I never saw the need to hide the fact I was carrying from a cop. So what was the very first thing I said to the cop the 4-5 times I was stopped?
"Officer I'm a CHL holder, my weapon is on my 8 o'clock, how would you like me to proceed. Every cop appreciated my disclosure, and I got a warning every time.

I worry about implications. The solution to bad speech is freer speech, so bad ideas can be examined and discussed rationally (and, hopefully, rejected). So far so good. But if the solution to gun crime is more guns, then what's the solution to nuclear proliferation?

I'm strongly in favor of the right to concealed carry. And there are almost no incidents of concealed carriers harming others, even in constitutional carry states.
But I have to admit that proof of competence is wise. A person should know how to safely handle their firearm before carrying it around for protection.

Gun slide jammed cocking it and then went off in my hand when I tried to clear it. It was pointed at the oak floor at angle. Everybody was behind me. The bullet ricocheted off the floor and went into a plaster wall. I never covered the groove or hole. I use both to preach about gun safety.

I own a gun back in the US. And I got one in one of the worst carry states in the entire country, Pennsylvania. "At least do some training."

It's New York (especially NYC), New Jersey, and Pennsylvania (especially Philly) which are the three worst states in the US to get a gun. New Jersey is by far the worst because of the mafia, but I lived in Jersey too. You have to jump through so many hoops and BS to get one in these states. Not to mention, if you get caught doing something wrong with a gun, the several people you listed as a safety reference, could also get charged.

They would get charged as an accessory to the crime by voluntarily aiding the criminal before the crime, or something like that. And while I don't think it happens too often, it is very much possible and legal in Philly.
