It's a socially awkward kid that has developed no social skills. I don't think it's the Lbqt+ tendency that's the main issue but his total isolation either by his parents and in school.
He probably learned early on that no one cares about which led to the idea that life in general is without meaning in general.
He probably either knew where his parents/ grandparents kept cash in the house so he was able to buy the guns. Because he was 18 no one seemed to seemed to care about his background because asking such things are not asked nor necessary for the purchase.
I think it's the boy was ill but developed the illness and I doubt that this illness couldn't have been prevented by someone.
America encourages and doesn't prohibit it because that would reduce personal freedom and it would be costly to invest in it. Like pay social workers and educate psychologists emphasising in this topic.
It's the argument that there is no objective in questions of gender or beauty that everyone is beautiful the way they look and should be accepted that way. There's said to be no objective description what masculinity or feminity.
America wants to be the country of absolute freedom and that's one of the darker consequences because it raises the obstacles of reducing the personal freedom of a person for the common good.

Yes and that´s probably going the one thing to make America implode because people are insecure about who they are and the ideal of absolute freedom will crush any common identity. But I would be even more concerned about the fact that this young guy was a so called "lone wolf" meaning in the West and maybe in the US there is a generation of young guys growing up in front of a screen with no few or no real friends that can´t control their aggression. I read an interview the other day with a young woman and her best friend was in a relationship with that dude stating she feared for her life when he was angry.
