Hillary conceded right on election day. She accepted the election results even knowing about the Russian interference. That's how it's done by politicians owning the required social graces.
Yeah, she conceded but she tried to overturn the election with the investigation. Just because she formally or officially conceded doesn't mean she felt "well, I lost and that's that." She didn't agree with the results and she actively tried to change them.
She still "told lies about the 2016 election" for years to come.
As one singular example, among many, Hillary Clinton, 2019, said "Trump is an illegitimate president."
