Even if the case were not entirely phony, there is no crime in giving someone a ticket.

A) The sheriff can only enforce laws in his county which doesn't include any part of the State Government of Florida.

B) If they were going to charge ANYONE outside of the county they would have to extradite them, which requires a request by the executive authority of Texas, Greg Abbott and would Never be honored by the State of Florida even if Abbot agreed.

C) A civil suit would would be blocked by something called the 11th Amendment in our Federal Constitution. Try reading it, it explicitly says forign nationals cannot sue state Governments n federal court. Meaning such a suit would only be legal in Florida State court and only if the Florida state legislator had agreed to it.

The story behind the 11th amendment actually took place next door in Georgia where a forign national tried to sue the State of Georgia in federal court for money. Georgia and the other states were enraged at the Federal Court's assault upon their sovereign immunity. Georgia actually promises to hang any traitorous federal agent that tried to enforce it.

To avoid the possibility of conflict Congress and the other states quickly passed the 11th amendment to take away any such jurisdiction.

I hope you mean Florida courts, This was an official act of the Florida State Government to promote its interests. States have something called sovereign immunity, meaning you can't sue them unless they permit it, and only in their own courts as required by the 11th Amendment.

An amendment which was proposed and ratified after a similar situation in which a forign national tried to sue the State of Georgia in Federal court. Rather than submit the State of Georgia told the Federal Government they would hang the traitorous agents that tried to collect.

Congress and the other states who were similarly upset with the violation of their sovereign immunity quickly passed the 11th amendment.

That said the State of Texas would not even consider this to be a genuine case seeing as they themselfs are doing the same thing, and asked for the help. So this case is DOA.
