Technically the Commander in Chief is the Monarch. A declaration of War is a legal document and in the UK the reigning monarch, King Charles now, has to sign all laws into effect.
His Grandfather introduced the concept of the Royal Family paying income tax and other forms. There's a common misconception that the Royal Family own the various castles and palaces they live in. Some, like Balmoral, are fully private residences. Others, like Windsor and Buckingham Palace are owned by the Crown, not the monarch themselves and although they have a portion as a private residence they are public buildings.

I don’t think so. But they don’t pay taxes on inheritance and get their entire lives subsidized just for being born while the public is going through an inflation crisis. Don’t you love monarchies and their bootlickers?
