Should England have it's own devolved parliament?

Seeing as Wales and Scotland have their own parliaments for exclusively Welsh and Scottish laws, surely England should have it's own parliament?

While I understand that the government is based in London I genuinely think its a great opportunity to make the UK feel a bit more equal - they could base the English government somewhere in the north maybe instead and it would mean that English exclusive issues would be decided by English people instead of everybody else - I think also when thinking about this you need to remember that England is a devolved part of the UK and is not the UK so in a way it's kind of unfair.

My feelings towards the UK is that it should be an equal and voluntary union and this doesn't feel equal. Just an idea though.

Why they have councils? The Scottish, Welsh and ni devolved governments have about as much power as say London or Manchester City councils. I mean the British parliament still makes most of the big decisions for Scotland, Wales an ni and the majority of British citizens are English and out number easily the rest of the UK.

I have nothing against the idea; it seems reasonable to me. But then, I live on another continent, so I can easily accept that there are aspects of the situation I don't understand, or even know about.

westminster is a government for the UK as a whole
not for england
the rest of the UK votes on English exclusive laws
and English devolved parliament does not exist, there is no English first minister
