No he isn't. NATO was not in Ukraine, Ukraine was not on the path to joining NATO, but most importantly, NATO was set up because the Soviet Union took most of Eastern Europe after WW2 and kept it. NATO was set up to defend against an expansionist superpower. And they were right to do it. Ukraine isn't the only neighboring country Putin has terrorized.
