Why are rape and beatings and toruturing and intimidation allowed in jails and prisons by other inmates but not by prison guards?

Why is it in America and other "civilized" nations they allow their prisoners to beat, torture, gay rape, and even steal from smaller weaker inmates and allow fights to happen but God forbid if prison guards did the same thing to inmates they get in trouble for it? Prisons in Scandinavia and Germany are nothing like prisons in most other countries. All the prison guards do is just stand and walk and glance away and not get involved if a fight happens unless it results in a killing.

Wow... well if prisons are full of female guards sexually a using male inmates prison doesn't sound so bad, maybe I might find a cop nearby and kick him in the nuts and go to prison and find a female guard who'll sexually abuse me.
