Encourage everyone to go out at night in groups, plan some events etc. Make outdoor night lighting brighter and covering more places and give people a nice heavy flashlight at one of the events that can double as a blunt weapon (or one of those tazer flashlights I don't know). Include training events or sport events as well as stuff like a walk around town highlighting historic shit or like a picnic potluck thingy. Have people take selfies if they're out with their own group to show where they went, and they can use each picture at a different night or different location to enter a drawing every week for some prizes that I don't know is affordable to give away once a week. That way people more likely be outside at night to attend fun/educational events, or independently, and be able to see better. And that should either make the killer stop, get caught, get killed, or at least make people more aware looking to catch any shitty behavior and less people scared to go out at night because they less likely be all alone in shitty dim lighting. I don't know maybe it just be for spite and I wouldn't be a good mayor

Buy a lot of chalk so the cops can draw lines around the dead bodies they find. I'd give a pep talk to the people willing to listen about how in the old days men protected women but those women were willing to give up some freedom in exchange, like not going out alone/with strangers, especially late at night. That if they want that kind of protection then stop saying, "i don't need a man" and find a man. Otherwise, I guess they need to learn self defense. But don't be calling the cops at 3AM because you decided to go out with zero protection/friends. Cops shouldn't have to get out of bed because you're stupid & lazy.

Curfew for the men

ONLY, until the serial killer is caught.

We don’t know if the killer is a man or woman. If it persists while men are indoors, then it would have to be looked into- if any male is sneaking out, but the assumption would be that the serial killer is a female.

Regardless, of what the gender is of the killer, if we curfew the girls, we wouldn’t be able to easily track down the killer and those common spots.

If the killer was a male, it would also be appropriate that the privilege to be out at night, being abused, be taken away *temporarily,* until the abusers were confined and paid the price.

Women could easily be given curfew for the simple reason that not many women are out and about at night, but then it wouldn’t solve the issue of catching the killer and it would be permanent then, instead of temporarily.

Curfew for the men helps rule out what the gender of the killer is, and helps to take proper action, accordingly after.

I don't think that a curfew only will settle the situation.

I might place one for everyone during day time, perhaps - so that at night most people will be up and 'out'.

There also will be head money offered for bringing the person - or pieces of him/her/it/whatever.

If time allows, I'll additionally build a wall around my town, and kick out all non-residents or visitors who did not pay the entrance fee. ( 😎 )

The most beautiful girls will be protected by myself in my safe palace.

And lastly: fines for speeding and wrong parking, and taxes on tobacco and gasoline will need to be raised; along with my salary.

Nothing. Proper services meant to deal with this sort of thing are already in place. Only thing any politician should do here is advocate for harsh sentences for these monsters, not human rights abuses for people who had nothing to do with the crimes.

-Temporary curfew for people under 18 only. Curtailing the right to freedom of movement for adults of either gender because of the actions of a criminal is wrong.
- Encourage people to stay in at night, and to use the buddy system or travel in groups if they DO go out.
- Encourage those who do go out to go armed, and avoid places that don't allow people to be armed. If not with a firearm, then mace or a baton.
- Have law enforcement build a profile and use that profile to focus their efforts (like they usually do).

Really all you can do is make people aware and encourage them to do their own risk assessment.

The answer is never to regulate the victims. Educate them and bolster protective services, perhaps. Make sure women are given fast access to police and police have the tools they need to prioritize a swift response. That's supposed to be the sort of thing police are for, after all.

Best profiler available. Serial killers have discernable patterns. That gives age, sex, race, education level.

Match the profiles of the victims to the profile of the killer. That gives most likely next target. At least the area most likely.

Plain clothes that area. Best snipers on the force covering.

What's a curfew gonna do? All you really can do is tell the police to drop everything they're doing and figure that shit out. I'd maybe even see if there were some kind of specialist detective I could bring in who could motivate my guys to work harder. Then write everything that happens down and make it into a movie.

Set up the serial killer. Impose the curfew on women. Get some women who were cops/military/government agents etc. that have a proven track record of being able to waste somebody. Have them dress in normal everyday clothes, give them guns, and put them on patrol until one of them kills the serial killer.
