If the value of a human's life is irreplaceable with any material in this world and worthy, then to what extent are horrible people of history?

What I mean is... when we are the most special beings in this world for its diversity, singularity and evolvement... the good and the bad...

Then to what extent are the horrible criminals of history (Ted Bundy, Dr. Harold Shipman, Al Capone, Hitler, Mussolini). What I think is that there are a few exceptions, so to conclude that there's nothing perfect like this.
