Nope. It's the bully and the bully parents' fault.
The parents have a duty to protect their child and, if they don't, it's their fault. It is no different than if they leave money on their desk at work and someone steals it.

I think bullying is inevitable. It can be the fault of the parents if the parents don't take an active role in the child's life and teach them to stand up for themselves.
